All rules posted may be subject to revision up to one week prior
to the event. Any changes made will be announced via email announcement.

Check-In Time - 4:00am to 8:00am
If you or your team is registered and have a paid confirmation by
June 9th, individuals or teams do not need to check-in at the Bridge
Harbor Yacht Club. Check-in will be available for those that need additional
guidance or want to pick up their ditty bags before fishing.
Tournament Runs from 5:00am – 5:00pm (last weigh-in option, be in
line before 5:00pm)
Starts at 11:00am
PAYMENTS - ONLINE REGISTRATION:
Pre-Payment for registration of participants are advised to print
out a receipt of payment, email receipts and registration forms to present at

All entry fees are non-refundable and it is the responsibility of
the purchaser to read and understand the rules of the event prior to purchase.
Parking for vehicles is available at the Bridge Harbor Yacht Club.
Trailers for boats will also be allowed to park on-site.
VALID ID REQUIREMENTS:
ID types include driver’s license, state issued ID, Military ID
etc. Only minors that are not required to have a state issued ID are exempt.
FISHING LICENSE REQUIREMENTS:
Contestants must be able to present to NOV at any time a current
TPWD fishing license with proper saltwater stamps. Only minors that are not
required by TPWD to have a license are exempt.
Tournament Check-In will begin at Bridge Harbor Yacht Club at 4:00
am on Saturday and ends at 8:00am.

Participants are screened for applicable valid ID.
Participants are checked for valid entry.
All contestants are required to sign and return a liability
release & rules acceptance form prior to participating in the event. Minors
must have a parent or approved adult guardian sign a release allowing them to
participate in the event.
BEACH PARKING PERMITS & CAMPING:
Vehicular traffic is permitted on the beach
east of Highway 332 (drive-on beach).
The pedestrian beach (west of Starfish) is always closed to vehicular
traffic (including golf carts).
All vehicles driven on the beach (including
golf carts) must have an annual beach pass and have it showing on the front
The speed limit on the beach is 15 MPH.
The drive-on beach allows two-way parking at
the water’s edge and at the dunes. On
major holidays and weekends or during very high tide, the Chief of Police may
determine that one-way traffic and/or temporary beach closure is necessary.
All-terrain vehicles are not allowed on the
beach. Any vehicles that are not
street-licensed are not legal. Licensed
and insured golf carts are permitted on the drive-on beach only. Drivers of golf carts must possess a driver’s
City, state, and federal laws protect the
dunes. Dunes are strictly off-limits to
both pedestrians and vehicles. This is
also for your safety, as snakes tend to live in the dunes.
Camping is not permitted on the beach within
the Village of Surfside Beach boundaries.
Camping is permitted on the county beach located east of the city limits
at Beach Access Entrance 1, located 3.0 miles east of Highway 332 on County
Road 257 (Bluewater Highway).
Campfires are permitted on the beach only if
they are under control and no bigger than 3’ x 3’.
No fireworks of any kind are allowed on the
beach or within the city limits.
Glass containers are not allowed on the beach.
Keep sound systems at a volume that does not
bother your neighbors.
The State of Texas’s alcoholic beverage law
prohibits public consumption of alcoholic beverages from 2:00 am Sunday until
noon on Sunday as well as under the age of 21 consumption or possession.

Quitana Beach Rules:
Quintana Park is a 52-acre beachfront park located on the upper
Texas gulf coast with day-use amenities and overnight facilities. The park
features paved full-service RV campsites, self-contained cabins, tent camping,
restrooms and showers, a meeting/party house complete with kitchen, covered
pavilions, picnic tables, grills, playground, volleyball court, paved trail,
pedestrian beach, wooden lighted fishing pier, access to the west jetty, and
Park Staff and overnight campers and their
guests, are the only ones permitted in the Park after dark. All non-overnight
and/or day-use Park visitors must vacate the park by sundown each day.
Vehicle parking is restricted to designated

wildlife species, as this park is their home, and people are the guests.
Statewide fishing license, length and bag limit requirements apply.
Pets are welcome, but should be on a leash at
all times; this is for their own protection, protection of other park guests,
and for protection of native wildlife species.
Catch-Entry deadline is at 5:00 pm sharp on Saturday at Bridge
Harbor Yacht Club. Any participant in line
when deadline is reached will be processed. LATE ENTRIES WILL NOT BE ACCEPTED.
Tournament organizers will begin accepting entry weigh-ins at 11:00 AM on
NOV CHARITY FISHING TOURNAMENT RULES:
READ THE RULES,
it is your responsibility to read and understand the rules & requirements
of this event, failure to do so can result in disqualification.
NOV Charity Fishing Tournament is operated
with 100% volunteer effort, this is not a business, it is a fishing tournament
conceived for raising money for United Way of Greater Houston.
NOV Charity Fishing Tournament is an
individual/team event. Use of non-participants to gain any advantage or help
with bait deployment or guides from someone not registered as a participant will
result in disqualification.
All tournament catch entries have to be caught
using only hook, line, gear, baits and/or lures deployed after said participant
has checked in at start of Tournament Day and received their packet. No hooks,
lines or gear can be in the tournament water prior to check-in. Live bait
containers can be maintained in the water at all times.
A participant can only accept help with bait
deployment from no more than one qualified participant for the duration of the
event. All participants must be checked in prior to helping any other
participant. Multiple participants deploying baits for one participant is not
allowed. Any person on the beach may maintain the line on a reel while a bait
is deployed. The act of maintaining the line on a reel during a bait deployment
does not fall under the one designated person rule.
All baits & gear must be deployed by
“human power" defined as casting, swimming, kayak, hammer throw or surf
board. No wind or motor powered boats, jet skis, PWC, kite boarding, or remote
control devices will be allowed.
All anglers, without assistance, must perform
the entire act of hook set until the process of landing the fish begins. The
participating angler can receive help from anyone in landing, and tagging. When
fishing from a tower or elevated position, a rod is allowed to be temporarily
held by anyone while the angler descends to the ground and then resumes the
All tournament fish must be caught by human
powered rod and reel. No gigging, seine nets, spearing, cast nets, gill nets,
or gaffs may be used to capture tournament fish or to aid in landing tournament
fish. A rope can be used to aid in the landing of a catch only when looped
around the tail of the catch. A dip net may be used to land a non-shark catch.
Bait acquisition must obey all rules and regulations.
Participants must have a current TPWD fishing
license with all applicable saltwater stamps, abide by State of Texas Rules and
Regulations, and if driving have a current Driver’s License. All TP&W
regulations apply, including size and length limitations. Game fish may not be
used for bait.
Fisherman must comply with both State and
Coast Guard recreational safety and boating laws. Reference the Coast Guard and
Texas Parks and Wildlife for regulations.
No dead fish or parts thereof may be left on
any shore, beach, dock, or cleaning table. Fish waste, and bait remains must be
deposited in gulf waters in a manner that will not wash up on the beach. All
trash originating from participants and their campsite must be cleaned up prior
to departure. We highly encourage additional cleaning of your surrounding camp
area of as much trash as you can carry, NOV Charity Fishing Tournament is a
“Leave No Trace” event.
Tie breaking rules: In the event of a tie, the
length of the fish will be taken into account and will determine winner. In the
event of an absolute tie, the combined places will split cash prizes equally
and merchandise will be split with a coin toss.
Any contestant cited by officials or other law
enforcement personnel for breaking the law, beach, or park rules during the
tournament could be disqualified from the event and deemed ineligible for
awards to include raffle, door prizes and division prizes.
At any time during the event, a NOV Fishing
Committee Members can approach a participant and their camp and request that
any State of Texas, or TPWD violations observed be corrected. Non-compliance
with NOV Fishing Committee Members regarding any violation correction can
result in all participants present within the camp being disqualified.
Unsportsmanlike conduct before, during and
after the event can result in disqualification and being banned from future
events. Disputes or grievances will be handled with NOV Fishing Committee
Members in private. Publicly acting in an unsportsmanlike manner will not be
Tournament Divisions and Rules:
A participant may only win one prize per division. Only catches
complying with all rules and requirements will count in each division.
Individual Adult – 15 and up
Individual Kid – 14 and under
Redfish Division Requirements:
Awards will be given for the top three heaviest redfish in each
category. Participants in the Redfish Division may only be assisted with bait
deployment by one designated participant also entered in the Redfish Division
for the duration of the event (Rule 5). Any redfish over slot size (28”) must
be tagged per TPWD regulations.
Speckled Trout Division Requirements:
Awards will be given for the top three heaviest trout in each
category. Participants in the Trout Division may only be assisted with bait
deployment by one designated participant also entered in the Trout Division for
the duration of the event (Rule 5).
Kids Division Requirements:
Awards will be given for the top three heaviest redfish and
speckled trout. The maximum age for participation in this division is 15. Kids
of all ages may enter the adult divisions, but may not enter both adult and
kid’s divisions. Each child must have an adult sign a release allowing them to
participate in the event. Participants in the Kids Division may only be
assisted with bait deployment by one designated participant also entered in the
tournament for the duration of the event (Rule 5). Kids must fight their own
FINALITY OF JUDGES:
The Tournament Committee will resolve all disputes and their
decision is final. Tournament committee or its organizers cannot be held
liable for decisions made during judging. This includes but is not
limited to prizes, prize money and entry fees.
